Restructuring is recently accomplished in electricity markets. The purpose of restructuring is to improve the economic and technical efficiency. Efficiency improvement caused by creating a competitive environment and giving customers the freedom to choose the suppliers. The main requirement of customers is to provide the requested energy with desired reliability level continuously in power systems. The correct scheduling and operating of power system is required to provide a high level of reliability. Energy is the most valuable and most basic good in the electricity market. On the other, ancillary services are necessary to increase the power system reliability. Operating reserve is the most important type of ancillary services which support the network in emergency situations. In this new environment, the customers can express their bid, loads and desired reliability levels.
In the recent years, power generation based on renewable energies such as wind has been important worldwide. The growth of wind power generation is fast because of its environmental and economic benefits. Wind power forecasting is naturally associated with uncertainty. So, the system operator will be faced with problems due to the uncertainties in wind power forecasting. Determination of the equivalent operating reserve is the main concern of the system operator in the power system with a large accumulation of wind power generation.
